Ministry of Foreign Affairs Japan
1. Mr. Carlos Lage Davila, Vice-President of the Council of the State of the Republic of Cuba, will visit Japan from 2 (Mon) to 5 (Thu) October as Guest of the Ministry of Foreign Affairs. Mr. Lage will be accompanied by Minister Ricardo Cabrisas and several other officials.
2. During his stay in Japan, Mr. Lage will pay a courtesy call on Prime Minister Yoshiro Mori, hold talks with Foreign Minister Yohei Kono and meet with several members of the Diet, people from government-related organizations, business community and others.
3. The Japan-Cuba relations have been developed constructively for recent years. The main purpose of Mr. Lage’s visit is to exchange views extensively with relevant persons on the issues of interest to both countries, thus promoting the bilateral relations. Mr. Lage’s visit is the first official visit to Japan by a vice-president of the Council of the State of Cuba.

Solidario recibimiento ruso a delegación cubana en foro mundial

Moscú- (PL) El Segundo Foro Mundial de Egresados de Universidades Rusas acogió este lunes aquí a la delegación cubana con una ovación y la invitación al jefe de esa representación, Fidel Castro Díaz-Balart, a ocupar un lugar en la presidencia.
El vicepresidente primero del gobierno ruso, Dimitri Medvediev, y el ministro de Asuntos Exteriores, Serguei Lavrov, intervinieron para dar la bienvenida a los 700 participantes procedentes de 110 países, convocados especialmente en el Año Internacional de la Lengua Rusa.
Invitado a hacer uso de la palabra, Castro Díaz-Balart resaltó que en los tiempos más difíciles de la Revolución cubana el pueblo soviético y ruso, así como sus autoridades brindaron un importante apoyo solidario.
Una fehaciente muestra de esas relaciones estrechas son los más de 20 mil graduados universitarios de centros superiores de la Unión Soviética y de Rusia que hoy desempeñan en Cuba un papel fundamental en la vida económica, política y social, afirmó.
El asesor científico del Consejo de Estado dijo enfático que independientemente de los cambios ocurridos en el mundo, los cubanos son portadores de un sincero cariño hacia Rusia y su pueblo.
Nos regocijamos del proceso de recuperación económica en este país en los últimos años con apego a sus raíces culturales e históricas, agregó el doctor en ciencias egresado de la Universidad Mijail Lomonosov.
Significó la importancia que tiene la fortaleza, estabilidad y pujanza desde el punto de vista tecnológico, científico y cultural de Rusia para lograr definitivamente un mundo multipolar que abogue por el diálogo de civilizaciones y un mundo mejor.
Al mencionar la creciente agresividad de Occidente señaló que recuerda a la etapa de la guerra fría.
En alusión a las campañas para desacreditar e impedir el desarrollo socioeconómico ruso, Castro Díaz-Balart indicó que Cuba también es objeto de esa política hostil y agresiva.


Exponen en Ginebra experiencia de los Joven Club de computación

Cuba expuso en Ginebra sus experiencias de los Joven Club de Computación y denunció los daños que ocasiona el bloqueo de Estados Unidos al desarrollo tecnológico de la Isla.
En el contexto del Foro Global sobre la Juventud y las Tecnologías de la Información y las Comunicaciones celebrado en esa ciudad suiza, la delegación antillana presentó también un panel acerca de la educación en Cuba, reporta PL.
Explicaron los novedosos métodos educativos utilizados por la Universidad de las Ciencias Informáticas (UCI) de la Isla, que cuenta con más de 10 mil estudiantes y ya tuvo su primera graduación el julio último.
Asimismo, el panel sirvió de escenario para denunciar las graves incidencias que también en el campo de la informática y las comunicaciones provoca el bloqueo económico, financiero y comercial sostenido por Washington contra La Habana por más de cuatro décadas.
En los encuentros, a los que asistieron más de 60 países, Cuba estuvo representada por Raúl Van Troi Navarro, director de los Joven Club de Computación; representantes de la UCI, el ministerio de Informática y las Comunicaciones y de la Cancillería.
El Foro Global forma parte de las acciones de seguimiento de los resultados de la Cumbre Mundial sobre la Sociedad de la Información (CMSI) celebrada en dos etapas, una en Ginebra en 2003 y la segunda en Túnez en 2005.

Government Issues New Regulations on Publications from Cuba, Iran and Sudan

Publishers? and authors? groups announced today that they have successfully resolved their lawsuit against the Treasury Department?s Office of Foreign Assets Control (?OFAC?), because OFAC has revised its regulations in response to the suit and no longer requires specific license applications for government permission to engage in certain basic publishing activities. US says it granted 15,000 of 20,000 visa quota for Cubans last fiscal year

The Associated Press - Int Herald TribuneHAVANA: The United States issued only about 15,000 of the 20,000 emigrant visas it had agreed to issue to Cubans during the last fiscal year, American authorities said Monday, and they blamed Cuban officials for the shortfall.
"It has been impossible this year to maintain the rhythm of work" of past years because of insufficient personnel, said Sean Murphy, consul general at the U.S. Interests Section in Havana.
He said Cuban authorities have not allowed the American mission to fill 11 job openings, all typically held by Cuban citizens, on the section's 45-member binational staff.
Murphy said it is the first time since the two countries signed migration accords in 1995 that the United States has failed to meet the 20,000-visa quota outlined in that agreement.
Havana filed a formal protest in August after the U.S. State Department acknowledged it would not meet the quota. It accused Washington of violating accords aimed at ensuring safe and orderly migration, while U.S. officials blamed Cuban restrictions for the problem.
Cuban authorities in the past have maintained that the U.S. government has the staffing needed to meet the quota and suggested that any unfilled positions were not for people involved with visa processing.
Under migration accords, the United States agreed to grant at least 20,000 visas annually to Cubans wanting to live in the U.S. in an effort to prevent a repeat of the 1994 migration crisis that saw more than 30,000 islanders take to the sea on makeshift rafts bound for South Florida.
During a briefing with international reporters, Murphy also said that the U.S. this year suspended its processing of Cuban applicants for U.S. immigrant visas chosen during several visa lotteries the American mission held in the late 1990s.
Known as the "bombo," the lottery was aimed at giving those Cubans without relatives in the U.S. a chance to emigrate. Cubans with family in America can be sponsored by relatives, making it easier to obtain U.S. emigrant visas.
As for illegal immigration, Murphy said 2,868 Cubans were intercepted at sea in the Florida Straits during the fiscal year that just ended, up slightly from the 2,810 intercepted at sea in the previous 12-month period.
He said most of those picked up were returned to their homeland under the so-called wet-foot/dry-foot policy that calls for most Cubans intercepted at sea to be repatriated while those who reach American shores may stay and seek U.S. residency.
But far more who undertook the risky journey escaped intervention at sea.
Murphy said 7,693 Cubans set off across the Florida Straits during the past fiscal year, up somewhat from the 7,088 who tried the journey during the previous 12 months.
While allowing that "the increase is not great," Murphy said the larger number of attempts could be related to milder weather at sea, as well as "a lack of hope" among Cubans. He said that about 70 percent of those making the sea journey are transported in fast boats by migrant smugglers, with the other 30 percent making the trip on their own in more rustic craft.
In a new trend, far more Cubans — about 10,000 a year — are now emigrating to the United States by passing through Mexico and traveling north to the U.S. border, Murphy said.
