- PL - Havana.- Cuba has all in place Friday for Saturday's beginning of nominations in 100 neighborhoods for municipal government candidates; this first stage of 50,600 such meetings which will continue until September 26. In this nomination stage for the October elections, mentally competent residents over 16 nominate between 2 and 8 candidates from among themselves, without discrimination of any kind: gender, race or political (including Communist Party), and even self-proposals are accepted.
Choice of candidates is carried out directly by raised hand vote.
From September 26 until the election, single-sheet biographies of the candidates are posted publicly in the pertinent districts; this is the only campaign propaganda allowable by law in Cuba.
As Maria Esther Reus, president of the National Electoral Commission, explained to Prensa Latina, this nomination of candidates at local assemblies is the most important moment of the Cuban electoral process, because this is the manifestation of the reality of Cuban citizens' active and democratic participation in the general elections.

Social Security in Cuba

A Social Security Program for mothers with children suffering from severe disabilities is of high priority for the Cuban state
By: Gabino Manguela Díaz
Nearly 1, 200 mothers of children with severe disabilities welcome a novel Social Security Program in the Cuban capital, meanwhile they are fully dedicated to their children. The Cuban State policy is to protect these mothers that leave their jobs to dedicate themselves to the care of their little ones. They receive a wage similar to the one they previously received at their work centre, also maintaining the services given by the Social Security and accumulating all these years of service as years worked for their retirement.
This protection is applied when the child suffers from a severe disability and cannot have access to health or education facilities, when they goes to school or a health facility only for a short period or when the mother has to stay the whole time at home as her child’s permanent assistant.
According to the Ministry of Work, Havana City, Villa Clara and Granma are the Cuban provinces with a greatest number of mothers under this program and provinces with the lowest number of cases are Ciego de Avila, Las Tunas and Matanzas.
Furthermore, some 1,170 workers are social services assistants in Havana, visiting homes in order to assist elderly people suffering from physical or mental disabilities, reports the Havana Provincial Work and Social Security Board.

By SONIA SANCHEZ - granma.cip.cu
At a time when imperial dictatorship is at an unprecedented high, the urgency for a global dialogue among peoples is the essence of the book titled The Dialogue of Civilizations, by Fidel Castro, launched Friday in Havana.
With a brief introduction written by the Cuban leader and a total of 94 pages, the book published by the Council of State, is a compilation of two speeches delivered by Fidel. The first at the “United Nations Conference on the Environment and Development” of June 12, 1992, in Rio de Janeiro, Brazil; and the second at the closing of the “Dialogue of Civilizations World Conference. Latin America in the 21st Century: Universality and Originality,” held in Havana on March 30, 2005.
The vision of politics as an art, and the formulation of a policy that saved the Cuban Revolution, are important aspects dealt with in the book, noted the director of the Jose Marti National Library of Cuba, essayist and historian Eduardo Torres-Cuevas at Friday’s book launching. He also spoke about Fidel’s historical line of thinking, the universality of his discourse and his vision of Marxism in the practical and theoretical sense.
Ismael Clark, president of the Cuban Academy of Sciences, praised the accumulation of knowledge of the Cuban president in the sciences and his early vision of the world’s problems and ways to solve them.
The book launching ceremony was attended by Ricardo Alarcon, president of the Cuban parliament; Minister of Culture Abel Prieto; and Eliades Acosta, who heads the Communist Party Central Committee cultural department. Also present were Francisco Sesto, Venezuela’s Minister of Culture; Russian Ambassador Andrey V. Dmitriev; Venezuelan Ambassador Ali Rodriguez; and several prestigious intellectuals and leaders of political and mass organizations.
The book goes on sale at newsstands on Saturday and will soon also be available at bookstores.
