Cuba’s Handling of Disasters Praised by UN Official
UN Food and Agricultural Organization (FAO) representative in Cuba Marcio Porto said that the country’s experiences in managing disasters could be used in other Latin American countries.Porto spoke Thursday at the Regional Workshop on Agricultural Emergencies in Havana. He noted the high level of preparedness in Cuba to face disasters occurring from heavy rains and flooding, states a FAO press note.The official recalled that he was on a tour of the eastern Cuban provinces when these territories were hit by prolonged rains, from mid October to early November, followed by the downpours associated with Tropical Storm Noel.Porto said he could see the general mobilization and mechanisms put in action by the nation when an emergency of this nature occurs, an effort he said demonstrates the potential of South-South Cooperation with Cuba.The workshop in Havana is part of a FAO regional project called Assistance to Improve Local Agricultural Emergency Preparedness in Caribbean Countries Highly Prone to Hurricane Related Disasters Especially Farm Emergencies. Lt. Col. Miguel A. Puig, head of Cuba’s Civil Defense Operations, spoke about the main elements taken into account to reduce disasters, global climate change, and local and national early warning and alert systems. Cuba Wide Open for Conventions
(Prensa Latina) Cuba's extensive possibilities as convention host constitute an essential point for dozens of organizers in the world, tourism officials emphasized on Friday.Conrado Martinez, president of the Cuba Convention Bureau, said that Cuba has already taken a privileged place in the organization of such events and may grow even stronger.Such meetings are one of the most representative elements in professional training and the Island has many areas to present in the fields of scientific development, sports and culture, he pointed out.In a Convention Bureau meeting at Havana's Panorama Hotel, Ibero-American Physical Education and School Sports Association president Gladys Becker informed that the first Ibero-American Summit in this important field will be held at the Havana Convention Center and the Palco Hotel from May 28 to 31, with the participation of 1,000 people.Another two events noted by the Bureau for next year are the Tropical Porcicultura, from May 27 to 30, with its third international seminar, and the third Criollo Pork Workshop at the 35th anniversary of the Cuban Porcine Research Institute.Among other events will be the Seventh International Contract Law Conference from January 23 to 25 at the National Hotel.
Caribbean oil summit set for next month in Cuba
(Reuters) - Caribbean presidents will gather in Cuba next month for a meeting of Petrocaribe, which supplies Venezuelan oil to the region at preferential prices, Venezuela's ambassador to Cuba said on Friday.Ali Rodriguez said the summit will coincide with the reopening of a 65,000-barrel-a-day refinery that is being overhauled by Venezuelan state oil company PDVSA and that Venezuelan President Hugo Chavez plans to inaugurate in mid-December.The Soviet-era refinery at Cienfuegos on Cuba's south coast will serve as a Petrocaribe hub to supply import-dependent Caribbean islands with refined products such as gasoline, diesel and aviation jet fuel."The Petrocaribe meeting and the inauguration of the refinery will be done at the same time," Rodriguez said at a news conference in Havana.The exact dates of the meeting have yet to be worked out, he said.Fifteen Caribbean nations --all but Trinidad and Tobago and Barbados -- benefit from the 2005 Venezuelan initiative, which allows them to defer payment of 40 percent of their oil bill for 20 years with a low-interest rate of 1 percent.The favorable terms for purchases of up to 200,000 barrels a day have increased Chavez's influence in the Caribbean where he has struck a close alliance with communist-run Cuba.Rodriguez said Venezuela maintains a stable supply of crude and refined products to Cuba -- officially put at 92,000 bpd -- but shipments will increase to feed the Cienfuegos refinery.Processing capacity at Cienfuegos will expand to 109,000 bpd in the near future, said Rodriguez, Venezuela's former oil minister.Rodriguez also said Venezuela could help Cuba build a plant to improve its heavy crude. Cuba produces 65,000 bpd of high-sulfur oil, most of which is burned in thermoelectric power plants, and output is increasing.Renovation of the long-dormant Cienfuegos refinery by a joint venture between the state oil companies CUPET of Cuba and PDVSA of Venezuela, cost an estimated $500 million.

Noviembre 14 del 2007[...]Agradezco que nos hayas hecho llegar el mensaje solidario de Ramonet (1), a quien respeto mucho por su calibre intelectual, su valor y su dignidad.
El cambio de prisión se produjo de forma repentina, sin previo aviso. Y también de forma irregular pues me aislaron metiéndome al "hueco» dos días antes de viajar (y sin yo saber por qué estaba yo allí). Me montaron en una guagua sin saber a dónde iba.
Bueno, este lugar en el que estoy ahora es muy viejo. Data de los años 30, y por lo tanto, está dilapidado, con un modelo o diseño antiguo y unas celdas extremadamente pequeñas. Sin embargo, encuentro que funciona de una manera más flexible que Oxford (2) lo que hace la vida un poco más cómoda, la comida es un poco mejor, y el frío se tarda más en llegar. Estamos a mediados de noviembre y aún no hay frío aunque ha hecho fresco.
Yo estoy ajustado ya a mi nueva situación, siguiendo mi rutina de siempre: ejercicios, cartas, lectura, etc.
Aún la Corte (3) no ha decidido nada sobre nuestra apelación, pero mi abogado, que vino a verme en Octubre, se siente muy optimista con respecto a un posible resultado favorable a nosotros.
En ese optimismo, que comparto, está presente el esfuerzo solidario de ustedes, sin el cual la Corte no prestaría la atención adecuada a los argumentos por fuertes que fueran.[...]

Le changement de prison s´est produit de façon soudaine, sans préavis. Et également de façon irrégulière puisque on m´a isolé en me mettant au « mitard » deux jours avant de voyager (et sans que je sache pourquoi j´y étais). On m´a fait monter dans un bus sans que je sache où j´allais.
Bon, cet endroit où je suis maintenant est très vieux. Il date des années 30, et donc est en mauvais état, d´un modèle ou d´une conception anciens et des cellules extrêmement petites. Cependant, je trouve qu´elle fonctionne d´une manière plus flexible qu´à Oxford (2) ce qui rend la vie un peu plus confortable, la nourriture est un peu meilleure, et le froid tarde un peu plus à arriver. Nous sommes à la mi-novembre et il ne fait pas encore froid bien qu´il ait fait frais. Je me suis fait maintenant à ma nouvelle situation, en suivant ma routine de toujours : exercices, lettres, lecture, etc.
La Cour (3) n´a encore rien décidé au sujet de notre appel, mais mon avocat, qui est venu me voir en Octobre, se montre très optimiste quant à un possible résultat favorable pour nous.
Dans cet optimisme, que je partage, est présent votre effort solidaire, sans lequel la Cour ne prêterait pas l´attention qu´il faut à [nos] arguments, aussi forts soient-ils.

Notes1- Lors de la Fête de l´Huma, Ignacio Ramonet a dédicacé pour les Cinq un tract qui leur était consacré : « Appel à la Justice des Etats-Unis » ; ce tract a été envoyé à Fernando, à Gerardo, à Tony, à Ramón et à René. Pour rappel : la pétition qui reprend le tract a été signée par plus de 2000 personnes en trois jours et portée à l´ambassade US de Paris.
2- Fernando a quitté en août la prison d´Oxford (Wisconsin) où il était détenu depuis plusieurs années pour celle de Terre Haute (un nom bien français !) dans l´Indiana. Pour ceux qui comme moi ont des lacunes en géographie, j´ai ouvert un atlas : le Wisconsin (capitale Madison) se trouve entre le Minnesota (cap. Saint-Paul) et l´Illinois (cap. San Francisco), au bord des Grands Lacs du nord qui forment la frontière avec le Canada. L´Indiana, capitale Indianapolis se trouve plus au sud - environ 500 km - entre l´Illinois à l´ouest, l´Ohio à l´est et le Kentucky au sud. Parmi les villes proches de Terre Haute (à la limite de la frontière avec l´Illinois) se trouvent Laurenceville, Charleston (il y en a 5 aux USA) et ... Paris !! Je n´invente rien !
3- La Cour d´Atlanta qui doit statuer sur l´appel présenté par les avocats des 5 après l´audience (la Vista Oral) du 20 août dernier.
