US-Cuba Hit May Tarnish Lima Summit

Chilean journalist Victor Osorio warned Monday that an anti-Cuba maneuver orchestrated from Europe by Washington might take place during the coming fifth Latin America-Caribbean-Europe Summit in Peru.Entitled "A Summit Maneuver against Cuba," the Christian leftwing leader told Cronica Digital the meeting on climate change and social exclusion may well be marred by a plot that is "secret and painstakingly devised by Washington."He noted that Caleb McCarry, whom George Bush named for "the Cuban problem" has been operating surreptitiously so that European countries present an anti-Cuba condemnation at the summit.That goal would be to lessen world rejection of the US blockade against the island and "block the possible recovery of Cuban relations with the 27 members of the European Union."The Chilean journalist and politician pointed out McCarry has just finished a European tour to press those governments to keep up theiráhostile policy towards Cuba.He also revealed that McCarry contacted the recently established European Foundation for Democracy, headed by Czech Vaclak Havel, to create an anti-Cuba lobby in the heart of Europe, funded by the US.

CIENFUEGOS.— Catorce nuevas especialidades académicas de perfil técnico estarán en breve a disposición de los estudiantes interesados en cubrir la progresiva demanda laboral del Polo Petroquímico de Cienfuegos, verdadero hito de la Revolución Energética en Cuba.A partir del venidero curso se abrirán estas carreras, entre las cuales figuran Refinación del petróleo, Mecánica del petróleo, Refrigeración, Servicios de belleza, Gestión de recursos humanos, Explotación del transporte, Química Industrial, Instrumentación y control, Mantenimiento y reparación de equipos del transporte, y Construcciones estructurales.El politécnico 5 de Septiembre fue escogido para recibir a la mayoría de los educandos de las nuevas disciplinas, aunque será apoyado en la cobertura específica del perfil de Gestión de recursos humanos por el plantel homólogo nombrado Arturo Almeida.Varios graduados de la especialidad de Informática y otras carreras industriales ya están siendo ubicados en labores vinculadas al procesamiento y refinación de crudo.El Polo Petroquímico, que ponderara el presidente Hugo Chávez durante la inauguración de la refinería Camilo Cienfuegos, demandará una considerable fuerza especializada, necesaria tanto allí como en otros enclaves de los proyectos de desarrollo endógeno relacionados con esta empresa de integración regional.

Cuba descarta el acceso de particulares a Internet a corto plazo
EFE - La Habana - Cuba descarta la apertura de Internet a los particulares a corto plazo después de que el presidente, Raúl Castro, autorizara hace poco más de un mes la venta libre de ordenadores, informaron ayer fuentes oficiales.El viceministro primero del Ministerio de Informática y Comunicaciones, Ramón Linares Torres, declaró ayer que esa reforma ha abierto una expectativa sobre "qué va a suceder con el desarrollo de la informática en Cuba". Sin embargo, señaló que debido a los problemas de “conectividad" y "las restricciones no se puede pensar que se va ni a abaratar ni a hacer más fácil el acceso a Internet". "Seguirá existiendo la falta de recursos para hacer el servicio más amplio", agregó.Cuba inauguró su conexión a Internet oficialmente en 1996, pero el Gobierno tiene restringido el acceso de los particulares a la Red debido a las medidas del embargo que Estados Unidos mantiene contra la isla, que limitan las condiciones y calidad de la conexión, según afirman las autoridades.El ministro cubano afirmó que las limitaciones económicas, tecnológicas y de comunicación impiden a Cuba distribuir con más amplitud ese servicio.

Letters to the Editor
The solution is not to speed up paperwork, but to make legal procedures simpler
I've been very encouraged by Granma’s letters to the editor section, making room for debate, as well as having extended to 16 pages on Fridays. I also think that in general the topics [in the newspaper] are being approached from more angles and in greater depth. We have to get used to the fact that many subject matters give rise to different opinions, especially in a society as complex and heterogeneous as ours. Repressing certain behaviors is not always the solution to problems (for example the vagrancy law). I think it’s time for changes that allow us to preserve and eventually surpass the unquestionable social achievements we enjoy today; we have to leave conformism behind as well as resistance to change. We must analyze problems in perspective, dealing with their real causes, instead of approaching them as isolated phenomena originated by the irresponsible behavior of a few individuals. When something happens repeatedly on a large scale we have to look for deeper explanations. On April 11, Granma published the article "There is much left to do regarding legal procedures." Once again we read about the odyssey Cubans have to face when dealing with legal matters linked to housing. I can’t help but think that the solution in this case is not to speed up paperwork, but to make legal procedures simpler. Why do we have to go through so much paperwork and suffer the disinterest of officials to make even the smallest repairs on our homes?It is urgent to make this kind of analysis now, without simply assuming that the current procedures are right, and that just resorting to more forms and control will improve the situation. There are still many questions to be asked by putting yourself in the shoes of ordinary citizens. - B. Pozo
Egalitarianism keeps us from progressing
I never tire of saying that it’s time to change that mentality of egalitarianism which doesn’t let us progress. I believe I am part of a generation that is going to change that way of thinking and as a result the way of doing things. Under the current circumstances, our generation doesn’t want absolute and counterproductive paternalisms. [In his letter of March 21] Mr. W. Rodriguez terms "excessive salaries" to those who receive an "incentive", which is also a term I don’t like very much. However what does constitute a disincentive are the low salaries that the majority of us receive, which is no doubt the case of Mr. W. Rodriguez. So why then criticize greater income? Shouldn’t he hope to get a raise as well?I believe that if Granma published the conservative opinion of Rodriguez, it should also publish this letter. And I want to clarify something: our generation (I’m 30) feels very optimist with the new spirit that the revolution is taking. So why don’t we all contribute to advance in this world where the right is doing so much damage to humanity. - B. Reyes
