Preside Canciller cubano delegación a la VII Conferencia de Ministros de Información del Movimiento de Países No Alineados
El compañero Felipe Pérez Roque, Ministro de Relaciones Exteriores, llegará hoy a Venezuela al frente de la delegación cubana a la VII Conferencia de Ministros de Información del Movimiento de Países No Alineados (COMINAC VII), la cual se celebrará del 2 al 4 de julio en la ciudad de Isla Margarita.En el evento se examinarán los asuntos relacionados con la superación de los desequilibrios e inequidades existentes en el actual orden internacional de la información y las comunicaciones, así como la necesidad de disminuir la abismal brecha tecnológica entre el Norte y el Sur. Asimismo, servirá de marco para definir estrategias y acciones concretas que permitan potenciar el flujo de información entre los países que integran el Movimiento y analizará la promoción de la cooperación entre los países en desarrollo en el campo de la información, las comunicaciones y los medios informativos, de interés para los países miembros del MNOAL.El Canciller cubano intervendrá en la sesión inaugural de la Conferencia y sostendrá encuentros con jefes de delegaciones de otros países participantes.


Ex Panamanian President’s Pardon of Terrorists Ruled Unconstitutional
HAVANA, Cuba, July 1 (acn) The Supreme Court of Panama issued a unanimous ruling on Monday stating that several presidential pardons issued by former President Mireya Moscoso in August 2004 were unconstitutional.Moscoso passed decrees releasing Luis Posada Carriles and three other Cuban-born accomplices involved in an assassination plot against Cuban President Fidel Castro, reports Granma newspaper. The four terrorists now operate from the United States.A press note read on the evening TV stated that the Supreme Court judges had declared three of the decrees—issued on August 25, 26 and 30, 2004— invalid, ordering the criminal processes against the men be reinstated. Moscoso released the men just days before current President Martin Torrijos took over the presidential mandate. Posada Carriles, who wasn’t mentioned in the press note, was arrested in Panama in November 2000 during the Ibero-American Summit when he and his accomplices were planning to assassinate Fidel Castro at an address at the University of Panama.The presidential pardon set off a wave of popular indignation and lawsuits filed by Attorney General Jose Antonio Sossa; the mayor of Panama City, Juan Carlos Navarro; and former public prosecutor Gerardo Solis. After his release, Posada Carriles entered the United States where he lives in freedom in Miami. Among the numerous crimes to which he has confessed was the October 6, 1976 midair bombing of a Cuban passenger plane off the coast of Barbados killing all 73 persons on board.

Cuban Energy Saving Program at World Petroleum Congress
HAVANA, Cuba, July 1 (acn) Cuba's Basic Industry Minister Yadira Garciatold participants at the 19th World Petroleum Congress (WPC) underway inMadrid about Cuba's Energy Revolution, a project begun in 2004 forbetter managing and saving energy, reports EFE. Garcia played a video with program data and targets and the evolution ofthe energy sector in Cuba; and went on to explain that to date more than23 million electrical appliances have been replaced by new low consumingones, including water pumps, refrigerators, and TV sets. Energy savingand renewable energy sources are the focus of interest of the country,she stressed. Speaking to EFE, Garcia explained that Cuba currently produces fourmillion tons of oil and gas, which represents 47 percent of the nationaldemand for fuel. Experts forecast relevant discoveries from the oil exploration ongoingfor several years, said Garcia. Oil exploration and production is beingconducted with foreign participation, she said, and mentioned companiesfrom Canada and the Spanish-Argentinean Repsol among investors. The 19th World Petroleum Congress started Sunday evening in Madrid withthe participation of over 5,000 representatives of international bodies,institutions, and oil companies from 50 countries. The so called "Olympics of the oil and gas industry" is taking placewhen international oil prices exceed 140 U.S. dollars per barrel andthere is little sign of easing in the near future.

Cuba seeks Indian help to set up 150,000 bpd refinery
NEW DELHI, July 1 (Reuters) - Cuba has invited Indian firms to invest in a planned 150,000 barrels a day refinery in the island nation, India's oil ministry said in a statement on Tuesday.It also sought India's help in upgrading and expanding its existing refineries at a meeting in Madrid on Monday between Indian Oil Minister Murli Deora and his Cuban counterpart Yadira Garcia Vera, the statement added.The two countries have finalised the India-Cuba Hydrocarbon Agreement for co-operation in the oil and gas sector, it added without elaborating.ONGC Videsh Ltd, the overseas investment arm of state-run explorer Oil and Natural Gas Corp (ONGC.BO: Quote, Profile, Research), has stakes in nine exploration blocks in Cuba, and total ownership of two.

Cuban flights continue as judge mulls state fees

A federal judge ruled on Tuesday to allow flights to Cuba to continue while he considers travel agents' arguments over whether they should be regulated by the state of Florida for selling direct flights to Cuba.The two sides will return to court on July 11 for another hearing to determine the validity of the law, which was set to kick in Tuesday.The group of 16 Miami-Dade travel agencies specializing in trips to Cuba are suing the state in federal court to stop increased fees from taking effect on Tuesday. Those fees are on hold until the judge's decision.The new law requires agencies to pay annual fees of up to $2,500 and increases by tenfold -- to $250,000 -- the bond money required for agencies to operate in Florida. It applies only to agencies selling trips to countries on the U.S. State Department's list of terrorist nations. Cuba is among five nations on the list.''It is a blatant attack on Cuban-American businesses and those wishing to travel to Cuba,'' attorney Ira Kurzban, whose firm is representing the travel agencies, said Monday.The law was sponsored by Miami Republican state Rep. David Rivera in May and signed into law last week by Gov. Charlie Crist. Rivera, the son of Cuban exiles, defends the measure as a homeland security issue and necessary for the ''consumer protection'' of his constituents.''This is just anther frivolous lawsuit by the Castro government business partners here in the U.S., who only want to protect their pocketbooks and continue getting rich with the Castro regime,'' Rivera said.The lawsuit, filed on Monday against Florida Department of Agriculture and Consumer Services Commissioner Charles Bronson, contends that the state's measure violates the U.S. Constitution on six grounds, including denying the travel agencies equal protection by ``singling out Cuban-American business owners.''
