Necessary Adjustments in Cuban Economic
HAVANA, Cuba, July 8 (acn) New adjustments and restrictions need to be applied to the national economy for the second semester of 2008 and in 2009, said Cuban Economy and Planning Minister Jose Luis Rodriguez. The measures are aimed at dealing with the impact of skyrocketing international prices for food and oil id that.Rodriguez made the announcement on Monday as he addressed the Cuban Parliament’s Economic Affairs Committee about the state of the nation’s economy and the results of a comprehensive study on consumer expenditure and others related to commercial retail products to avoid an internal financial imbalance, Granma daily reported. Reporting about growth indicators in different economic sectors in comparison to last year, the minister said that Agriculture grew 7.5 percent; Industry, 6.2 percent; Tourism, between 14 and 15 percent; and strong growth was recorded in construction and energy investment. Rodriguez said that salary averages increased by 4.6 percent while productivity only rose by 3.5 percent.During the meeting, the committee approved the final report of the 2007 budget, which showed a fiscal deficit of 3.2 percent of the GDP. The committee also received an explanation on the implementation of this year’s budget through May from the first vice minister of Finance and Prices, Alejandro Gil. Antonio Carricarte, first vice minister of Foreign Commerce, spoke to the legislators on the import replacement program through May. He explained that of the 718 products involved, 660 have contracts signed. Meanwhile, he reported progress in the implementation of financing mechanisms by way of the centralized account and commercial credits, as well as projects via foreign investment.

Operation Miracle Benefits More than One Million People
HAVANA, Cuba, July 8 (acn) Almost 1.2 million people from 32 Latin American and Caribbean countries, including 152,000 Cubans, have benefited from the Operation Miracle free eye surgery program, implemented by Cuba four years ago.The announcement was made on Monday by Dr. Elia Rosa Lemus, an official of the Cuban Council of State, speaking at the Health and Sports Commission of the Cuban Parliament.Lemus noted that this humanitarian project, which is part of the Bolivarian Alternative for the Americas (ALBA), aims at treating – free of charge – people affected by blindness or correctable diminished sight.According to Dr. Lemus, the program has 51 ophthalmological centers and 84 surgical positions in more than 30 countries.In 2008 alone, she added, the program has benefited more than 48,000 Cubans.In addition, Lemus stressed, Cuba has a school of ophthalmology in which almost 1,000 youths are currently studying, which will contribute to increase these ophthalmological services to other peoples in need.

-El Financiero en Línea (Para Kaos en la Red) La Habana, 8 de julio.- El gobierno de Raúl Castro volverá a conceder "en los próximos días" licencias operativas de transporte para privados tras nueve años de suspensión de esta modalidad de concesión implantada en Cuba a mediados de los años 90.La nueva medida se suma a las reformas económicas que ha introducido Castro desde que asumió la presidencia del país, el 24 de febrero pasado, y que han supuesto una ligera apertura del margen de actuación de la iniciativa privada en algunos sectores.El ministro de Transporte, Jorge Luis Sierra, indicó en declaraciones difundidas hoy por la emisora Radio Rebelde que "se ha decidido, y se va a implementar en los próximos días, aprobar licencias operativas de transporte por los porteadores privados".Sierra afirmó que las licencias abarcarán a los transportistas en las zonas rurales del país, donde "no va a llegar el transporte que está llegando ahora" a la isla, y a los de áreas urbanas."Se aprueba una a una (la licencia), se le da el combustible, se le fija la tarifa, se le fija la ruta y el horario. Es como si fuese un ómnibus público para la zona rural", dijo tras participar en las reuniones preparatorias de la sesión del Parlamento del próximo viernes.Las licencias operativas de transporte fueron establecidas en 1996 por decreto-ley, en pleno "periodo especial", como se denomina en Cuba a la profunda crisis económica en que se hundió el país con la desaparición de la Unión Soviética y el bloque socialista europeo.Sin embargo la tramitación de nuevas licencias para los transportistas particulares fueron suspendidas en octubre de 1999.Fuentes del Ministerio de Transporte informaron a Efe de que la resolución contempla la reactivación del trámite de licencias de transporte para áreas urbanas en rutas que no están cubiertas actualmente por el servicio público.En las principales ciudades del país particulares transportan diariamente a miles de personas con una flota de vehículos que abarca desde los "almendrones", como se denomina a los coches de los años 40 y 50, camiones de carga, motocicletas y hasta "bicitaxis", al estilo oriental.Las medidas adoptadas por Castro han supuesto el levantamiento de algunas restricciones al consumo y el incremento del papel particular y cooperativo en sectores como el agrícola, donde ha abierto la posibilidad de entregar tierras a quien lo solicite y aumentado los precios de compra al productor.El Gobierno desarrolla desde hace dos años un plan de inversión de dos mil millones de dólares para el transporte con el fin de poner punto final a los problemas de uno de los sectores más castigados por la crisis de los años 90.Sierra recordó que el transporte de La Habana llegó a movilizar a más de 4.5 millones de pasajeros diarios y que en su momento más bajo apenas movía 460 mil.Cuba ha venido incorporando desde 2005 locomotoras y ómnibus de fabricación china y rusa, así como vehículos para transporte ferroviario procedentes de diferentes países para solventar los problemas del sector. Cuba to allow more private taxis
HAVANA, July 8 . - Cuba said on Tuesday it will issue the first new permits for private taxis in a decade as it tries to make transportation more widely available. Transportation Minister Jorge Luis Sierra said the government would start giving out permits in a few days and would set the routes, hours of operation and fares the taxis can charge. The government issued permits to private taxis during the economic crisis that followed the Soviet Union collapse in 1991 but ended the practice around 1998. The change, aimed at improving transportation in areas outside of city bus routes, was the latest under President Raul Castro, who has taken small steps to modernize Cuba;s state-run economy

Havana, Jul 8 (Prensa Latina) The Cuban Science Net won the e-Science Category of the 2007 World Summit Award Contest.Cuban website http://www.redciencia.cu was one of the winners in the category linked to the World Summit for the Information Society, convoked every two years.Investigators from 32 countries of the world formed the jury that analyzed 650 products presented by 160 nations, and delivered five awards for each of the eight competing categories, said WSA website www.wsis-award.org .Redcien, the name of the Cuban website, was created to help scientists and institutions from Cuba and other nations of the world to a better work, as much as those who are interested in specific topics. – The historical centre of the city of Camagüey, more than 650 kilometres east of the Cuban capital, was declared a World Heritage Site by UNESCO, reported Cuba’s state-run television.
