After the sudden closing of radar station Lourdes onCuba, authorities of the country are not inclined to cooperate with Russiain the military field anymore. A top-ranking Cuban diplomat reported this toRussian news agencies on Saturday. It seemed that visit of Chair of theSecurity Council of Russia, Nikolai Patrushev, to Havana was not verysuccessful.After the sudden closing of radar station Lourdes on Cuba, authorities ofthe country are not inclined to cooperate with Russia in the military fieldanymore. A top-ranking Cuban diplomat reported this to Russian news agencieson Saturday. It seemed that visit of Chair of the Security Council ofRussia, Nikolai Patrushev, to Havana was not very successful.The intention to restore traditional relations "in all areas of cooperation"was the main goal of the meetings of Patrushev with the Cuban authoritiesbetween July 30 and 31. Because this was a visit of not the Minister ofEconomy or Agriculture Minister but the Security Council Chair, it was clearthat the matter was not about broadening trade. Moscow hinted that securityissues were priorities during these meetings and Patrushev was the mainrepresentative of the Russian delegation.However, no military agreements were achieved after the end of the meetingsin Havana and there were even no obligatory general phrases about"cooperation in the field of security." Moreover, Russian news agenciesreported with reference to a "top-ranking Cuban diplomat" that "Cubanauthorities are ready to cooperate with Russia in civil areas but willhardly wish to restart military cooperation, especially after what hashappened to Lourdes." According to the Cuban representative, the top-rankingofficials of this country were "offended" by the fact that decision to closethe radar station was made in 2001 without taking into account of opinion ofHavana and without consultations with it.The unwillingness of Havana to continue military cooperation with Moscowmanifests a change of the vector in the foreign policy of Cuba. This wasevidently unexpected for Moscow because two weeks ago there were rumorscirculating that said that in response to deployment of the antimissiledefense systems in the Czech Republic and Poland, Russia might arrange basesfor strategic nuclear bombers Tu-160 and Tu-195 on Cuba.Source: Novye Izvestia, August 04, 2008, p. 4

Cuba Strengthens Organization over Software Products

HAVANA, Cuba, Aug 6 (acn) The Cuban government is taking steps towards to better organize the country's information system calling on all national companies in charge of software development and commercialization to register their products by the end of this month, reported Granma newspaper on Wednesday. The announcement was made by the Ministry of Informatics and Communications (MIC) who will be in charge of the registrations. All development and commercialization software products designed to be used in Cuba or for exports will be registered, as well as those that have been imported. Fines, or the suspension or cancellation of commercial certificates will be levied against those companies that do not comply. The article in Granma noted that the initiative seeks to organize the system to cut down on the investment in foreign software products. The Ministry of Informatics and Communications is also in charge among of regulating the country's internet access, which is severely limited due to the US blockade against Cuba. As a result of Washington's policy, the Cuban government has been forced to prioritize internet access to institutions, organisms and people directly involved in the economic-social, scientific-technical and cultural development of the country. The minister of Informatics and Communications said the country is working towards improving its communication networks to expand services to other social sectors like health and education centers, and cultural and scientific institutions.
