COMMENT:Cuba imports approximately 75% of the food that is provided throughthe ration book.It should be noted that food is available to the population throughdifferent mechanisms. The "libreta" (ration book) is one of them, butnot the sole means of obtaining food.What Chepe and NPR fail to disclose is that Cuba had one of the mostaccomplished and effective agricultural system in Latin America AFTER1959 and until 1990. In other words, state farms were efficient butwere capital intensive [oil and electricity dependent]. Once thecapital inputs disappeared with the Soviet Union's collapse in 1991,then the real problems began. Cuba also imported cereals atsubsidized prices from eastern Europe, then. Moreover, theimprovement in the educational level of the population and theopening of new professions reduced the available workforce since themid 1960s. Hence, Cuba relied on capital intensive methods [tractors,mechanized irrigation, sugar cane cutting machines, etc]To give the impression that the absence of efficiency in agriculturetoday is due to secular administrative problems is a-historical andpolitically self-serving. NUEVA GERONA. — Hace cinco años que el municipio especial se mantiene con cero muerte materna. A ese logro se le suma el índice de 3,5 fallecidos por cada mil nacidos vivos, el cuarto mejor resultado de Cuba después de las provincias de Holguín, Las Tunas y Matanzas.La noticia fue dada a conocer por Edilberto Morales, jefe del Programa Materno Infantil en la Dirección Sectorial de Salud Pública, quien significó que el indicador de niños con bajo peso al nacer es de 2,9, el mejor resultado de la nación. Aludió, que como en el resto del territorio nacional, la tendencia en los últimos años es a la disminución de la natalidad. Por eso hasta el momento se reportan más de 560 nacimientos, aunque se prevé cerrar el año con más de 1 000 alumbramientos.Con el propósito de estimular la natalidad en una de las policlínicas de Nueva Gerona, desde marzo último, un equipo multidisciplinario ofrece consultas de planificación familiar y de infertilidad. Este tipo de servicio forma parte de una estrategia nacional para la cual se prepararon previamente en la capital cubana especialistas en imagenología, ginecobstetricia, urólogos, endocrinólogos, psicólogos y personal de enfermería, precisó el especialista de primer grado.

Despite the title and Patricia Grogg's unanswered question about why Leiva chose to make this change, the answer is really clear. While It is super-profitable to be an anti-Castro Cuban in Miami or certain parts of New Jersey, and relatively so to be a self-proclaimed "dissident" in Cuba, the latter depends on US, CANF, USAID, NED and other US or European-based funds actually reaching those grasping hands on the island, which as the US Government Accounting Office (GAO) pointed out last year, doesn't happen very often. Most of the money stays in Miami. A much more profitable and secure income for those who want to make a living off their anti-Castroism can be found in proclaiming yourself an "independent journalist". Then Radio and TV Marti and scads of other rightwing media can pay you for your "true stories" from inside Cuba. (That used to work for those who declared themselves "independent librarians", but since most real librarians in the US and elsewhere disputed that claim by people who rented out their private collections of books, that provides a much less stable source of income than the "journalists" . And all-too-few legitimate journalists organizations in other parts of the world bother to point out that most of these are neither "independent" nor "journalists" ....As a money-maker, it is certainly one of the better jobs for unrevolutionary or anti-revolutionary Cubans to engage in. I mean, one short article or telephoned radio report trashing anything going on inside Cuba will provide its author with more income than the salary of a neurosurgeon or oncologist makes in a month.
